Neil R. Silver President Reigns Capital>
Neil has been in the real estate industry for approximately 40 years advising clients in a variety of tax advantaged, real estate and structured finance transactions. Neil formed Reigns Capital after spending 14 years with Capstar Partners, a New York City based investment banking boutique. Reigns Capital is an investment advisory firm specializing in the structuring, placement and closing of tax advantaged, asset based, transactions. Reigns Capital also has been involved in developing new structures for monetizing real estate net lease transactions.
While at Capstar Partners, Neil was in charge of Section 42 tax credit efforts and real estate sale and leaseback activities. Neil has been one of the industry leaders in the equity placement of Section 42 tax credit transactions since the program's inception. Over his 14 years at Capstar, Neil closed billions of dollars of Section 42 tax credit properties leading to the development of thousands of multi-family apartment units throughout the country. During that time, Neil was exclusive advisor to many corporations including Key Bank, GMAC, Edison Capital and Morgan Stanley. In addition, he was instrumental in closing in excess of $1 billion in sale/leaseback real estate transactions.
Prior to joining Capstar, Neil worked for E.F. Hutton/Shearson Lehman Brothers from 1984 to 1989, where he was involved in structuring several billion dollars in real estate transactions. Those transactions included equity investments in multifamily housing portfolios, participating mortgage programs, hotels and tax credit transactions.
Neil received his BS from SUNY at Albany, his Master of Public Administration, with a concentration in environmental management and urban planning, from the University of Southern California and his Master of Business Administration from Pace University. In addition, Neil graduated magna cum laude from Midwood High School in Brooklyn. Neil is a licensed FINRA General Securities Principal and real estate broker.

Rick has been in the real estate industry for approximately 25 years in either a business or legal capacity. He has been with Reigns Capital since its inception. Rick's primary responsibilities involve marketing, structuring, placing, documenting, pricing and closing Section 42 tax credit transactions as well as other real estate lease financings. Rick has also been involved in developing new structures for monetizing real estate net lease transactions.
Prior to joining Reigns Capital, Rick worked for Capstar Partners from 2000-2004, where he was involved in closing over $2 billion in Section 42 transactions involving among others Morgan Stanley, Merrill Lynch and General Motors Acceptance Corporation. Prior to that, Rick worked as a real estate attorney for nine years where he was primarily responsible for closing various types of commercial and residential real estate transactions. Rick received his BA in political science from SUNY Binghamton in 1988 and his JD from Brooklyn Law School in 1991. Additionally, Rick graduated from the Bronx High School of Science in 1984. Rick is a licensed FINRA General Securities Representative.
